Alan Lerchbacker served in the Navy for 26 years before starting his career in the private sector. He acquired NCI, an industrial sandblasting, coating and painting company in January 2016. It serves on average, 144 people, some of whom are veterans. His company has bid on numerous state and local projects to refurbish and enhance water treatment facilities, storage tanks, public buildings, and other infrastructure. Lerchbacker noted that he has collaborated with other coating and defense subcontractors to develop partnerships. "We have partnered with one of our previous competitors to win work in the Northwest," he said. "We will be opening an office in the Seattle area in January or February of next year." The entrepreneur's experience in the ship repair industry has enabled him to mentor his own workers and industry partners. He serves as a leader at his American Legion post and within the U.S. Naval Academy Alumni Association. At the alumni association, he helps sponsor scholarship interviews and mock job interviews for veterans who are transitioning to civilian life. NCI is a sponsor for the National Veteran Transition Services Inc. program.

Mark Cedrun is the Chief Operating Officer of NCI and oversees all company production and administration operations of blasting, coating, and painting projects and reports directly to the Chief Executive Officer.

Mark Cedrun has 30 years of Navy and waterfront experience... and is also an engineering graduate of the United States Naval Academy.

Cedrun was the Commanding Officer for three Navy Surface ships including the USS Boxer during the Captain Phillips episode which was made into a movie starring Tom Hanks. The film is inspired by the true story of the 2009 Maersk Alabama hijacking, an incident during which merchant mariner Captain Richard Phillips was taken hostage by pirates in the Indian Ocean.

Aaron Washington was a Commander of Naval Surface Forces Warfare, serving as an Assistant Chief of Staff, U.S. Navy and overall has 35 years of practical Naval Engineering experience. He routinely supervises over 200 personnel in various positions.

He is the senior project manager for NCI. He monitors and controls safety and environmental policies for all industrial coating and painting projects and ensures work sites, company personnel and vendors are routinely in compliance with company and government regulations.

Aaron ensures that company contractual requirements are adhered to and accomplished on every project.

He enjoys spending time with his family, watching his children excel in sports, and a round of golf now and then.

Adam Johnson is also a Naval Academy graduate who was a Flight Deck Officer in the U.S. Navy.. and before that a Flight Instructor and Training Manager. He's in charge of estimating projects from $3,000 change orders to contracts over $22 Million for any of NCI's industrial coating and painting projects.

Veronica has over 14 years’ experience in surface preparation, marine coatings application, and quality assurance inspection and management. She is the key administrator for NCI’s Quality Management System and overseas the day to day activities of NCI’s QA Inspectors. She's certified in SSPC QCS, NBPI, OSHA 10-hour class and she conducts our yearly Orientation class.

Dan McCaughin is responsible for leading NCI’s burgeoning Industrial Division through all phases from strategic planning, business development, project management, to P&L while integrating manpower and equipment requirements with other departments.  With nearly twenty years of solid and dotted-line management of teams, he is highly skilled at optimizing complex processes, working with diverse groups, and getting solution buy-in from stakeholders and decision-makers as well as front-line managers and workers.

Oscar Mondaca is an innovative and driven accounting professional with over 20 years of experience. Oscar has strong interpersonal skills and builds confidence from colleagues who work around him and across the organization.  Oscar leads by example and is one who rolls up his sleeves to get the job done.

As a Controller, Oscar is responsible for the overall accounting and financial reporting functions including overseeing accounting policies and procedures for all coating and painting projects. Prior to Naval Coating Inc., Oscar was the Finance Manager for Infosonics Corporation, a San Diego publicly traded company. Before that, Oscar was the Accounting Manager for AMS Plastics, where he was responsible for overseeing accounting reporting for the U.S. and Mexico production facilities.

Oscar earned a Bachelor’s in Accountancy from the University of San Diego.

Kele has been a part of the team since 2016.

She finds lowest cost providers and handles accounts with NCI vendors. she also handles hundreds of day to day purchasing and invoicing and she maintains relationships with various suppliers and vendors each day. 

Before that, she was in Accounting at NCI and an Office Manager for a Medical Equipment Company... and also Human Resources Director for Pula Holdings.

Kele comes from Botswana and earned two Bachelor of Arts degrees in Political Science and Public Administration from The University of Botswana.

James Sparks Safety Manager of NCI Industrial Coating and Painting

Sparks has been working at Naval Coating for 20 years. For eight of those years, James worked as a Non-Skid Applicator, Tank Cleaner, and painter.  
James then became Assistant Safety Manager for 11 years, and was recently promoted to Safety Manager. 
Sparks is responsible for implementing the Safety And Health Program, and making sure NCI is in compliance with all OSHA regulations.
James has the following certifications:

Chris Pousson Project Manager of NCI Industrial Coating and Painting

Chris oversees multiple projects in the Industrial Division and coordinates communication between project owners and subcontractors ensuring the project comes in on time and under budget.

Before that, Chris was the yard supervisor at NCI organizing deliveries of equipment and consumable items for the waterfront and industrial projects.

Chris has a Bachelor of Arts in Communications from the University of Southern California and earned his Masters Degree in the Global Leadership Program at The University of San Diego.  Let's not forget the football career, Chris was a member of the USC Football Team and was part of the Rose Bowl Championship team as well as the Emerald Bowl Championship team.  The Long Snapper trained with the NFL and now gives back, helping other up and coming football players in local football camps.

Janetta Doc Scates Business Community Manager of NCI Industrial Coating and Painting

Janetta "Doc" Scates is the Business Community Manager at Naval Coating, INC.

Janetta "Doc" Scates graduated Magna Cum Laude from San Diego State University with her master’s degree in Homeland Security. While there she focused her studies on computer security and All-Source Intelligence. During her second semester she had the privilege of working on a case with the FBI in tracking one of America’s top ten most wanted. Details of this case are still classified.

Ms. Scates earned her bachelor’s degree in Crisis and Disaster Management from the University of Central Missouri State, located in Warrensburg, Missouri. At the completion of this degree, "Doc" also wrapped up her 13-year career as a professional firefighter/EMT to pursue higher education.

"Doc" spent 8 years in the US Army, earning the rank of staff sergeant. She served a year and a half deployed to Afghanistan in defense of Operation Enduring Freedom. Operating as a frontline combat medic, Staff Sergeant Scates, was attached to the 25th and 10th Mountain Infantry Division, as well as, Special Forces 3rd and 7th Group. She has earned numerous ribbons and awards, along with distinct recognition for Excellence from Sergeant Major of the Army Kenneth Preston.

"Doc" comes to Naval Coating, Inc. from the FBI where she worked as a senior analyst in charge of the cyber unit.

Today, "Doc", continues her educational studies in law and security.

Gabriella Flores Hr Director, IT Manager of NCI Industrial Coating and Painting

Joining the NCI team in 2003, Gabriela has worked her way up through the organization by taking on roles with increasing responsibilities and ever-widening scope. Before agreeing to lead the HR team in 2017, Gabriela regularly provided invaluable guidance to senior managers while working closely with front-line workers and managers to implement improvements in IT, contracts, and environmental systems.

Prior to joining The HR Team, Gabriela was NCI’s IT Manager, leading her department through the implementation of a comprehensive Enterprise Resource Planning system, equipment modernization, and the on/off boarding of hundreds of employees. In addition, she was the Estimating and Contracts Manager responsible for the administration and management of dozens of complex agreements with the US Navy, General Dynamics/NASSCO, BAE, and Huntington-Ingalls. Gabriela is most proud of her ability to successfully bridge the gap between front-line workers and the senior management team delivering improvements in employee engagement, retention, and productivity.

Edgar oversees the Estimating Department and makes sure all quotes are completed, are of high quality, and turned in on time. Before that, Edgar gained valuable experience as a Quality Assurance Inspector at NCI assuring all checkpoints were met and sold successfully. Additionally, Edgar was a standout painter with a keen eye for detail and quality. Edgar is SSPC C-14 and SSPC NBPI certified as well as the company’s sole C-33 RME.
